HRC President Alphonso David Applauds White House For Forming Interagency Working Group Focused on Safety, Inclusion, and Opportunity for Transgender Individuals

New Biden Admin Working Group Will Coordinate Policies to Protect Transgender Individuals from Violence and Discrimination, Aligning with Recommendations Outlined in HRC’s 2020 Blueprint for Positive Change

WASHINGTON, D.C. — This evening, the White House Domestic Policy Council and Gender Policy Council announced the establishment of an interagency working group led out of the White House that will coordinate policies to advance safety, economic opportunity, and inclusion for transgender individuals. The working group will include participants from the Departments of Justice, Housing and Urban Development, Health and Human Services, Education, Homeland Security, Labor, Interior, Veterans Affairs, and Defense. The Department of State and USAID will also participate to strengthen their efforts to protect transgender individuals from violence and discrimination around the world.

Human Rights Campaign President Alphonso David released the following statement on this historic advancement:

"The Human Rights Campaign commends the White House for forming an interagency working group focused on safety, inclusion, and economic opportunity for trans individuals. This important step — which the Human Rights Campaign called for in our Blueprint for Positive Change — can help save lives and address violence, discrimination, and stigma against the trans community, which has reached epidemic proportions.

“At least 29 trans and gender non-conforming people have been killed in the U.S. so far in 2021, on pace to become the worst year on record. We say ‘at least’ because too often these stories go unreported – or misreported. Since 2013, HRC and other advocates have tracked more than 180 cases of anti-transgender fatal violence across more than 33 states, the District of Columbia, and Puerto Rico. This hateful violence disproportionately impacts Black and Brown transgender women, who comprise approximately 4 in 5 of all anti-transgender homicides.

“Our communities need support at every level if we are going to address this epidemic, and we’re grateful to have allies in President Biden, Vice President Harris, and across the federal government who recognize this crisis for the emergency it is."

To help inform the priorities of the working group, in the coming weeks the White House will host listening sessions with transgender women of color and transgender advocates to hear their policy recommendations for advancing safety, opportunity, and inclusion.
