Rep. Tom Cole (R-OK) offered an amendment to the FY 2020 Labor, Health and Human Services, Education, Defense, State, Foreign Operations, and Energy and Water Development Appropriations Act (H.R. 2740) to remove a provision in the underlying bill that would have prohibited funds to implement the Trump Administration’s expansive and unnecessary regulation creating a “Division of Conscience and Religious Freedom” within the Department of Health and Human Services designed to empower health care providers to refuse service to LGBTQ people and people needing reproductive care.
The House defeated the amendment on June 12, 2019, by a vote of 192-230 (Roll Call Vote No. 266, 1st Session, 116th Congress).
Democrats – 3 yes, 230 no, 5 not voting; Republicans – 189 yes, 0 no, 11 not voting. HRC opposed the amendment.
